Ministry of Commerce (MINCOM) Job Circular 2020┬áhas been published by the authority.The People’s Republic of Bangladesh has received an USD 8.0 million Credit from the International Development Association (IDA) – a member of the World Bank Group- for financing the cost of the Bangladesh Regional Connectivity Project-1: MoC Component, being implemented by the WTO Cell under the Ministry of Commerce and intends to apply part of the proceeds for procuring the Individual consultancy services of following position for its Project Implementation Unit (PIU).

BRCP-1 MOC now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Details of the qualification requirements and responsibilities are available in TOR.

Some Info About Ministry of Commerce Job Circular:

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.18 of the World Bank Group’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services July 2016 (“Procurement Regulations”), setting forth the World Bank Group’s policy on conflict of interest. A consultant will be selected in accordance with procedures for recruiting Individual Consultants set out in the Procurement Regulations.

A copy of the terms of reference (TOR) and necessary forms of the assignment may be obtained from the address below during 09:00 to 17:00 hours or downloaded from the Ministry of Commerce website at: www.mincom.gov.bd. E01 shall be submitted on or before 28/01/2020 at 12:00 pm in sealed envelope delivered to the undersigned. Necessary documents in support of educational qualifications and experience and skills shall have to be attached with application. The authority reserves the right to accept or reject any or all EOls without assigning any reason, whatsoever.

How to Apply MINCOM Job Circular:

Section 1: Information to the Applicants

This Section provides relevant information to help Consultants prepare their Applications. Information is also provided for submission, opening, and evaluation of Applications and on the award of Contract. This Section also contains the criteria for selection of suitable Applicant The text of the clauses in this section shall not be modified.

Section 1: Terms of Reference

This section defines clearly the Objectives, Goals, and Scope of the assignment, and provides background information (including a list of existing relevant studies and basic data) to enable the Individual Consultant to clearly understand the assignment. This section lists the Services and surveys that may be necessary to carry out the assignment and the expected outputs (for example, reports, data, maps, surveys); it also clearly defines the Client’s and Consultants’ respective responsibilities.

Section 3. Application Forms

This section provides the standard format that permits the requested information to be presented in a clear, precise and readily available manner and allows the Client to readily understand and evaluate Applications in accordance with the pre-disclosed criteria. The completed forms will indicate details of the Applicant’s qualifications and experience best suited to the specific assignment.

Section 4. Contract Agreement Forms

The Form of Contract Agreement which, once completed and signed by the Client and the Consultant clearly defines the Client’s and Consultants’ respective responsibilities. The Annexes to the formal Contract include a Description of the Services, the Reporting Schedule and Cost estimates of Services.
